During feasibility study of RpSEZ, it was estimated that the at time of full development, RpSEZ project will introduce over 300 enterprises, which will produce a production value of USD 2 billion and promote an export of USD 600 million.
Economic
Access road is provided for Rashakai (prioritized) Special Economic Zone (RpSEZ) and the road itself will have a very minor effects on the economy. However, when considered as integral part of RSEZ, the road will play a vital role as one of the basic transportation and communication mode.
Pakistan is at the center of West Asia, Central Asia and South Asia and the intersection of the Silk Road Economic Belt and the 21st-century Maritime Silk Road, and moreover, China-Pakistan Economic Corridor is an economical belt connecting the north and the south silk roads as well as the maritime silk road; the exceptionally gifted geographical advantages will bring great development opportunities to the development of Pakistan. With the implementation of China's strategies of the Belt and Road Initiative and China-Pakistan Economic Corridor, China-Pakistan cooperation on economy, trade, politics, culture and other fields will be further strengthened. Construction of the RpSEZ and access road is an important initiative to practice the Belt and Road strategic conception of China and an effective action of CCCC as a central enterprise to contribute to the national strategic conception, and avails for the Group to give play to the demonstration of strategic leading enterprise under the Belt and Road Initiative.
Social benefits with indicators
The project will facilitate the movement between Wali interchange and Karnal Sher Khan Interchange and benefit the population of four villages. Moreover, the traffic from across the M-1 Motorway will also use this road because there is no service road on that side.
No major archaeological site is located in the project area. Chance Find Procedure shall be followed in case of any discovery of heritage sites according to Antiquities Act 1975.
Employment generation (direct and indirect)
The access road in itself with create about 200 direct and 500 indirect job opportunities, however, when checked in connection to RpSEZ, the direct and indirect job creation opportunities may range up to one million.
Environmental impact
The local environmentally friendly materials will be used in construction of road to reduce the damages to the natural resources and environmental pollution to possible extent. The tail gas exhausted by vehicles and the dust from ground of this area will form a small amount of atmospheric pollution sources. The impact has been considered in the planning of RpSEZ and corresponding measures such as plants, trees and other greenery will be provided to mitigate the effect of gases emissions.
When piling up the sand, stones and other construction materials that are likely to cause dust, the dust suppression measures shall be taken, such as covering and watering. The construction schedule and time shall be reasonably arranged and the time restrictions shall be imposed on the operations with high noise equipment to avoid influencing the surrounding environment due to the construction noise.
The low noise and low vibration construction machinery and transport vehicles shall be selected. The routine maintenance and protection of such machinery and vehicles shall be strengthened to keep them in good working conditions. The dispatching and traffic dispersion of such machinery and vehicles shall be properly conducted. The vehicles entering the construction area shall be reasonably dispersed to reduce the honking noise of vehicles.
The domestic garbage of the construction team shall be cleared and transported by the contractor to the qualified garbage disposal plant in time for treatment. The construction wastes shall be uniformly collected, classified and treated as far as possible for the purpose of comprehensive utilization, and shall not be discarded or disposed of at will. The construction wastes which are classified as Pakistani hazardous wastes shall be entrusted to the qualified hazardous waste treatment enterprises for harmless treatment.
Following above mitigation measures during construction period, the project will have minimum impact on the environment.
Impact of delays on project cost and viability
RpSEZ is a joint-venture of Government of KP and Government sector company of Chinese Government and is a prioritized project in CPEC framework. RpSEZ can fully utilize the policy advantages of China-Pakistan Economic Corridor, further strengthen the economy and trade ties between the two countries and promote the local social and economic development. Delaying the project or any part of it may increase the pressure on Pakistan’s part.
