Additional Chief Secretary, P&D Department during a meeting dated: 1st, September, 2020 directed USAID SMEA to conduct a diagnostic analysis of KP Small Industries Development Board. In this connection, USAID SMEA conducted a study titled “Diagnostic Study for Restructuring of Khyber Pakhtunkhwa Small Industries Development Board (SIDB)[1]” Under the study, USAID SMEA thoroughly reviewed the legal, organizational, operational structure of SIDB in light of local and international best practices and suggested recommendations for reformation of SIDB’s Act and mandate to enhance SIDB’s ability to support cottage and small scale industries in the province. The recommendations of the report also included that SIDB to create knowledge and should conduct and manage research regarding cottage and small scale industries in the Province. This PC-I has been prepared while keeping in view the recommendations of the aforesaid report.

Relationship with Sectoral Objectives:

Research and development (R&D) entails organizational sustainability, pertinent knowledge creation and includes activities that organizations undertake to innovate and introduce new services, ideas, concepts and is related to improvement of efficiency in existing service delivery. It is often the first stage in the development process. The objectives are typically to attain competitive advantage and ensure sustainability in organizational long term goals. Because, R&D is an important driver of economic growth, it spurs innovation, invention, and progress. It consists of research based activities that an organization or business chooses to do with desired results of innovation. It is an important element for an organization’s sustainability because it provides powerful knowledge and insights, leads to improvements to existing processes where efficiency can be increased and costs reduced. It also allows organizations to develop new services to allow it to survive and thrive in competitive markets.

 

SCOPE OF R&D UNIT

  1. Stay informed on what is happening in the industrial research and development field indigenously, regionally and globally in order to make sure SIDB is up-to-date and current with the most advanced R&D developments.
  2. Develop key performance indicators (KPIs) and finalize annual work plan for field work, data analysis and reports submission and its approval from SIDB Management.
  3. Prepare standard checklists and questionnaires separately for each activity. Pilot the questionnaires over a reasonable sample prior to launching surveys.
  4. Gradual mapping of the prioratized cottage and small-scale industrial clusters /sectors in Khyber Pakhtunkhwa on pilot basis. Prepare district and sector-wise profile of small scale & Cottage Industries, that includes sector specific complete value chain studies while adopting triangulation strategy, comprising study of raw material availability, its supply chain, production and distribution chain.
  5. Conduct cluster-wise demand and supply analysis and the current trend of market, current status of employment, ratio of men & women in the prioritized clusters and growth potential etc.
  6. Develop a comprehensive database, in consultation with Industry Department and other stakeholders, if any.
  7. Suggest national and international best practices for promotion and development of cottage and small scale industries in Khyber Pakhtunkhwa.
  8. Recommend clusters which promotion and development can be concentrated on a priority basis and can be introduced as model cottage industry clusters at the national level.
  9. In purview of local and international markets explore avenues for Value Addition and Products Diversification of the existing products such as footwear, textile, leather, woodworks etc. and new products such as shoes, garments, auto-body parts etc. to bring the domestic industry at par with international standards of export.
  10. Research the detail of minerals in Khyber Pakhtunkhwa, assess its chemical compositions through empirical literature, and investigate its utilization/value addition indigenously in Khyber Pakhtunkhwa. If the prospective minerals are not being utilized/value added indigenously, prepare comprehensive business plan(s) for establishment of such types of industries in the Province, may be in consultation with KPBOIT, Centre of Excellence, Department of Geology, University of Peshawar or any other window.
  11. While using scientific research methods and techniques to answer the research question whether general behavior of the masses in Khyber Pakhtunkhwa is entrepreneurial. Otherwise, make policy recommendations to the Government for inclusion of Entrepreneurial Mindset and other vocational subjects in curriculum since primary level education, as compulsory subject, while keeping in views relevant resources and potential of a district. The R&D Unit will also assist the Government in curriculum development.
  12. Government-industry-academia linkages development for research collaboration, machinery automation and business incubation.
  13. Conduct orientation sessions on entrepreneurship and value addition at schools’ level, in the resources rich prioritized districts to promote, sensitize and develop an entrepreneurial mindset.
  14. Assist entrepreneurs in business plans development.
  15. To organize exhibitions for promotion and marketing of the products of cottage and small industries.
